address for victims who have moved to a new location unknown
to their perpetrator. The second part
of the program provides participants with a free first-class confidential
mail forwarding service.

The purpose is to establish
a National Academy for Equal Justice so that people with developmental
disabilities have reduced risk
of becoming victims
and offenders of crimes, and receive "equal justice" when
they encounter the justice system as either victims, witnesses,

local, state, and national training, policy relevant research,
policy development and public awareness.
