Diane Moyer, PCAR’s Legal Director for the past 15 years, was honored by the YWCA of Greater Harrisburg and presented with the Sara-Alyce P. Wright Award.  The Sara-Alyce P. Wright Award recognizes contributions to advocacy and/or public policy.

Diane has worked tirelessly to advance PCAR’s mission to advocate for the rights and needs of victims of sexual assault.  Through her work on the National Task Force to End Sexual and Domestic Violence, Diane has worked to ensure that federal legislation addresses civil legal needs of victims of sexual assault as well as to ensure parity in funding for service providers in rape crisis programs.  At the state level, Diane has worked to increase penalties for drug induced rape, to extend the civil statute of limitations for child victims of sexual abuse, to create a standardized rape kit for the Commonwealth and to create a statewide plan for the community supervision and management of sex offenders.

As a faculty member of AEquitas, a national prosecutor training institute, Diane helped to develop the curricula and continues to train prosecutors nationwide on the prosecution of non-stranger rape.
