PCAR offers three listservs to those in
the field working in direct service, voluteer coordination and prevention

Direct Service, Volunteer Coordinator,
and Prevention Education Listserv Member Policy Purpose
The Pennsylvania Coalition Against Rape’s (PCAR) Volunteer Coordinator,
Direct Service Provider, and Prevention Educator listservs offer advocates
opportunities to network, exchange information and resources, and dialog
about topics and issues relevant to their work between and in addition to
quarterly regional meetings. These listservs also provide a way for moderators
(PCAR’s Technical Assistance Coordinator and Education and Resource
Coordinator) to announce upcoming trainings, conferences, and meetings as
well as to spark discussion, and forward resources, surveys, information
and other technical assistance that may be of interest to members.
Moderators will not provide immediate responses to technical assistance
questions via this listserv. If a member has an urgent request/need, he/she
should contact PCAR’s Technical Assistance Coordinator directly, by
phone or email.
Eligibility for Listserv
The listservs are created for Pennsylvania’s 51 rape crisis centers’ current
volunteer coordinators, direct service providers, and prevention educators.
The listservs are not open to professionals outside of rape crisis centers
or outside of the state.
Terms of Use
PCAR reserves the right to change the Terms of Use from time to time at
its sole discretion. Any materials or documents exchanged on the listservs
fall under the copyright laws. Any unauthorized use of the materials may
violate such laws.
Moderators
The Volunteer Coordinator and Direct Service Provider listservs are moderated
by PCAR’s Technical Assistance Coordinator. The Prevention Education
listserv is moderated by PCAR’s Education and Resource Coordinator.
Moderators will not censor emails, content, or files that are posted to the
listserv. However, moderators will regularly scan such materials for appropriateness
and relevance to the anti-sexual violence movement.
Inappropriate Content
Inappropriate content includes but is not limited to
- Threats
- Jokes
- Offensive speech
- Forwarded spam messages
- Virus threats
- Lobbying/Petitions (See Political Activity section for
more information.)
- Personal emails not at all relevant to sexual violence
or the work
- Discriminatory speech towards a person/group
- Derogatory remarks about
a center/organization/person/group
Should a member send inappropriate content or violate terms of use, the
moderator reserves the right to a.) send a warning to that member and/or
b.) remove that member from the listserv without notice or right of appeal.
Confidentiality/Privacy
The information shared via the listservs must honor the spirit and scope
of privileged communications. The listserv should be a safe forum in which
members can ask honest questions and share candid opinions and experiences
relevant to their roles as volunteer coordinators, direct service providers,
and prevention educators.
To protect confidentiality and honor privacy, listserv members must
- Refrain from relaying or sharing confidential information that identifies
victims/survivors and
- Refrain from forwarding listserv emails to individuals
outside of the listserv unless the author’s permission is obtained
first.
Listserv emails, content, and files are not accessible to individuals who
are not members of the list.
They are only accessible to
- active listserv members—current PA rape
crisis staff including volunteer coordinators, direct service providers,
and prevention educators;
- moderators of listservs—PCAR’s
Technical Assistance Coordinator and Education and Resource Coordinator;
and the
- listserv owner—PCAR’s Information Technology
Coordinator.
All emails, content, and files are accessible by every listserv member.
When you hit “reply” to a listserv email, every single active
member will receive your message.
To best meet the needs of listserv members, moderators may share information
shared on the listserv such as technical assistance requests and contractor
questions/issues, with appropriate PCAR staff.
Political Activity
Members may not post or disseminate via the listservs any email communication,
information, or materials which may be construed as an effort to influence
or attempt to influence an officer or employee of Congress, or an employee
of a member of Congress.
Members may consider public policy matters in an educational manner and
may prepare and distribute educational materials via the listserv. However,
any educational materials or messages shared on this listserv must not be
intended to influence an officer or employee of Congress or an employee of
a member of Congress.
Listserv Protocol
Listserv members are expected to
- Create a respectful atmosphere in which
all members can freely share ideas, questions, and experiences relevant
to the work;
- Use subject headings to enable all member to track and
organize their resources accordingly;
- Refrain from using electronic
communication or data in ways that may be harmful to any person or organization;
and
- Use language that is sensitive to diverse populations including
but not limited to people of all ages, races, ethnicities, sexual
orientations,
religions, genders, socioeconomic statuses, and abilities/disabilities.
Distribution of Materials
Even though the listserv is nonprofit and educational, distributing copyrighted
documents to a listserv constitutes “systematic copying,” which
falls outside of fair use and is in violation of copyright law.
To stay within the bounds of copyright law, listserv members must:
- Use
documents and information shared on listserv solely for informational
and non-commercial purposes;
- Not modify or alter documents and information
in any way unless permission to adapt is explicitly given by author(s);
- Not
remove any copyright or other proprietary notices contained in documents
and information; and
- Get permission to distribute a copyrighted article.
Instead of posting or attaching the full text article/document to
the listserv, members are encouraged to:
- Post the URL, or link to an article
or
? Post an abstract of the copyrighted material and invite others to request
the full text from the poster individually.
